Qingshanhu Science and Technology City (Qingshanhu Sci-tech City) is a significant project for the construction of a technologically strong and innovative province in Zhejiang. It is also a core component of the Hangzhou City West Science and Technology Innovation Industry Agglomeration Zone. It was approved by the provincial government during the 32nd executive meeting on May 15, 2009, and groundbreaking for construction officially took place on November 30 of the same year.
Qingshanhu Science and Technology City covers a planned area of 115 square kilometers and is divided into four major functional zones:
Research and Development Zone: Covering an area of 5 square kilometers, this is the core of the Science and Technology City and will host numerous research institutions and research talent once completed.
Industrialization Zone: Encompassing 40 square kilometers, this area is a hub for high-end industries and high-tech enterprises.

In 2017, Qingshanhu Science and Technology City nurtured 300 high-tech enterprises, 500 technology-based micro and small enterprises, over 100 enterprise research and development institutions, and enabled over 10,000 employees to possess more than 50 invention patents. This was announced during the Qingshanhu Science and Technology City Science and Technology Innovation Mobilization Meeting held on August 17. Over the next five years, Qingshanhu Science and Technology City plans to comprehensively build the province’s demonstration zone for the transformation of scientific and technological achievements, creating a vital component of the Hangzhou City West Science and Technology Innovation Industry Corridor. As a key part of the Hangzhou City West Science and Technology Innovation Industry Corridor and a crucial technology innovation platform constructed by the Provincial Party Committee and Provincial Government, Qingshanhu Science and Technology City has already attracted 46 renowned research institutions, universities, and enterprise innovation entities from both inside and outside the province. It has published over 400 scientific and technological achievements, matched over 500 technological demands of enterprises, cooperated on more than 60 innovative projects, and achieved an R&D ratio of 8.3%. During the mobilization meeting, officials from the Qingshanhu Science and Technology City Management Committee stated that they will comprehensively initiate the implementation of reforms in the scientific and technological innovation system, constructing a province-wide demonstration zone for the transformation of scientific and technological achievements and an Industrial 4.0 strategic highland.
